Definite no, here... he's kind of locked into the suave bad guy role now, with such a big emphasis on the POTC trilogy. With that stereotype, Harold Scrubb was not one of the "bad guys", just one of those "modern" people. Also, the part isn't that big, so I don't know why they would bother to get someone who might attract too much attention to such a little role that played more to the background.
*shrugs* What do I know, though? That's just my take on it. ;)

okay, I'm alright now. No, Hollander is not the right person for Harold Scrubb. as P-C said, he's not a bad guy just a modern guy. I don't know who would be good for the role, maybe even John Noble *Denethor from LOTR* but certainly not Hollander.
OOTB: yes, Harold Scrubb is Eustace's dad in the series.

he comes in for like two seconds I think, barely. He's not a part of the series, he's merely an extra.

he basically is referenced, as in the opening lines of the book. He and Alberta *I think it's Alberta* are introduced when the "narrator" of the book is explaining who Eustace is.

The only FoN parent who is given a line in the books is Mrs. Pevensie. She is given an out-of-dialogue line talking about why Susan is going to the US and not any of her brothers or sister. Harold and Alberta are just described via their lifestyle.
Like the others here, I don't see the need for a major actor. I understand the filmmakers' need to expand his role, but he is basically a non-existant character.
